I know of no law that says you have to hav! e a drivers license to sell or buy a car Drivers licenses are for driving, not for buying or selling. You just can't drive a vehicle without a drivers license. Think of all the elderly or disabled people who cannot get or do not choose to get a drivers license but own cars so that someone else can chauffeur them around.
